So I finally got a scanner that has real time data. My Map Sensor would go crazy when the chugging started. Cleaned the connection with contact cleaner and all is well.

Mileage is not what sets the catalyst ready.It has to get a proper drive cycle. Google the drive cycle for your car and go through the procedure.
