Marine Power 454 EFI (marine engine)

454 EFI (GM TBI) rich condition all rpm.
Throttle Position Sensor reads backwards!
Twin engine boat.
TPS reads 4.95 V at throttle closed, 1.25 V at W.O.T. !
Manufacurer manual confirms it should be opposite.
Both engine TPS’s read the same.
I e engine runs like sewing machine, other still has rich condition.
Anyone seen TPS read high at closed, low at W.O.T.?
